Kane County Treasurer


Michael J. Kilbourne began his tenure as Kane County Treasurer in April 2021 when he was appointed to complete the term of the previous treasurer, who resigned earlier in the year to take a position outside Kane County.  Both Michael and his wife Michelle have lived, worked and raised their three children for 30 plus years in Kane County.  

Michael J. Kilbourne has a Bachelor of Science degree from Western Illinois University (1986) and a Master of Business Administration degree from Illinois University (1989).  Michael is a graduate of the FBI National Academy (2009).   Michael served the Carpentersville – Dundee communities as a member of the Carpentersville Police Department from 1989 until his retirement as Chief of Police in 2021.   Michael has previous financial and fiduciary experience serving as the Carpentersville Police Pension Fund President and a trustee with the Carpentersville Fire Pension Fund for a total of 28 years. Michael was active in both statewide and local organizations by serving as Treasurer of the Illinois Public Pension Advisory Committee and Vice President and Finance Committee Chair of the North East Multi-Regional Training Mobile Team.  ​
